Raymond was born in Sandy Bay First Nation on May 30, 1943.  He was raised in the community and attended the Sandy Bay Residential School.  After Residential School he supported himself working at farms, hunting, trapping and whatever was required to maintain his economic requirements.  In his early 20's he married Susan Spence and lived with her until his passing.  In the early years of their marriage he and his wife worked in Portage la prairie for many years and raised 7 children.  In the 70, 80 & 90s he moved back to Sandy Bay and ran for office and held terms as Chief and councilor for a number of terms.  During his terms as Chief and Councilor he achieved major infrastructure projects including a new school & water treatment plant, 28 miles of new water line to homes and major sewer improvement project, community center, policing facilities, child care facilities, health center, fire hall and major public works equipment requirements for the maintenance of public works and requirements of water, sewer and roads.

As he spent many years serving the community he always had time to give to the community in other ways and welcomed everyone to his home and participated in many social events.  He had many friends and later when he left politics he would spend his time training and racing horses which he enjoyed doing for many years.  Throughout his years in politics and social life he treated everyone with respect and honesty and will be remembered as a good man.
